Yes I did..
Ran the test successfully and am using the code in my build process here.
A svn update here says

$ svn update
At revision 626.

the diff is still the same as the patch svn diff > web-setting.patch ...
hmmmmm

I did this from the trunk/xdoclet-plugins/plugin-web/ directory not the highest level directory..  or the trunk/ directory ... not sure which you prefer.
I will attach one from the highest level directory.
