YOu must have got stale version of  1.0.4-SNAPSHOT for qtags plugin. 
version in repository  provides this method.  

I deployed fresh snapshot of plugin-qtags, so of you connect to 
codehaus legacy repository ( where it originally lives) you will get
it automatically:

            <layout>legacy</layout>
            <url>http://dist.codehaus.org/</url>
        </repository>
