Description:
In file taglib_tld.xdt the code

  <XDtConfig:ifConfigParamGreaterOrEquals paramName="Jspversion" value="2.0">
   <XDtMerge:merge file="taglib-functions.ent">
   </XDtMerge:merge>
  </XDtConfig:ifConfigParamGreaterOrEquals>  

is not at correct place. It is not compatible with
web-jsptaglibrary_2_0.xsd 

Now It is before listener, but it must be after listener and tag.
