Unfortunately it still fails on annotated method parameters. E.g.

 */
public void foo (@SomeAnnotation int bar)  {}

causes something like
Parse error at line 102, column 41.  Encountered: @
(using xdoclet-1.2.3 with xjavadoc-1.1-j5-v4.jar)
