Because is new version of Stuts and Validation I need support for this in Xdoclet. I propose my changes.

It's have affected: struts_config_xml.xdt,  validation_xml.xdt. And source files StrutsConfigXmlSubTask.java, StrutsValidationXmlSubTask.java

New files are needed to copy into the jar:

struts-config_1_3_0.dtd, validator_1_3_0.dtd
