I ran into the same problem and noticed that it occurred due to restriction in http://www.bea.com/servers/wls810/dtd/weblogic-ejb-jar.dtd used for weblogic-ejb-jar.xml.

According to the DTD, <enable-call-by-reference> must be put before both <jndi-name> and <local-jndi-name>.
