I haven't actually tested it works in this particular case, but so far as I can remember the @tag values are supposed to support Ant property substitution.  So you should be able to use something like
@msg.message language="${locale.setting.property}"
and when you run XDoclet it should use the value from the Ant property (which should already be defined before reaching the doclet task).
