Re: Changing dbase name "hibernate.connection.dbname=billybob" in file "xplanner-custom.properties" seems to have no effect.

Please read the documentation associated with the release on how to setup
the database connection.
It is in the README.txt at the root of your distribution. I attached a link
to the latest version of that file:
