Accounts visibility

Greetings.

I want to say 'Thank you' to all XPlanner developers first. We have been using 
it for about 3 years and it helped and helps us a lot.

We use 0.7b7 with small changes. So I decided to ask if our changes are 
valuable for other XPlanner users. Below an 'administrator' is a user who has 
sysadmin role or admin permissions in at least one project.

1. User can create new user account even if they aren't administrator.

2. All user accounts are shown to any user. I think it is more useful if only 
administrators can see all accounts. Only accounts of users who have 
permissions to view the same projects must be shown to other users.

3. Everybody see hidden users. I think only administrators should be able to 
see them.

4. Every user can see tasks and timesheets of other users in projects which 
are invisible for a viewer. This information is available on user's profile 
page and on timesheets pages (user's timesheet and team timesheet). I think 
users should be able to see tasks and time spent only in projects which are 
visible to them.

I see the above issues aren't fixed in trunk. I could provide patches if that 
is interesting.
