You would be my hero if you figured this out.  It should be really
easy actually.  You don't have to understand the keystructure; it's
just two bitstrings.  All you have to do is peel off the ssh wrapper
and slap on the PGP wrapper.

Then we could set pgp keys and ssh keys at the same time when people
get new accounts on ibex.org.
