upstream bcel archive corrupted

The bcel-5.1.tar.gz archive referenced by the current Makefile.upstream 
is corrupted on apache.org. Actually, the archive appears to be 
complete, but it has junk at the end of the file that cause tar to die, 
and therefore messes up the build. I'd recommend hosting a correct 
version of this archive on xwt/ibex.org until upstream is fixed.
