Actually PDT (Pacific Daylight Time) is always GMT-7 and PST (Pacific 
Standard Time) is always GMT-8. What Adam actually means is HHH is 
2:00PM in whatever time zone he is currently using :)

So that means HHH is at 21:00 GMT between the first Sunday of April and 
the last Sunday of October and 22:00GMT the rest of the time. So yes, 
David, it changes due to DST.
