Thoughts on <doc/>

Excuse the attachment, Mail no longer lets me copy and paste text. 
(wtf?)

Personally, I think we're in an XML environment, and should use XML for 
our only means of formatting. It's far from perfect, but it's what 
we're using, and what I think we should stick with.

However, that doesn't mean it needs to be horribly designed crap like:

<parameter>
     <parameter-name>foo</parameter-name>
     <parameter-default-value>bar</parameter-default-value>
     <parameter-type>public</parameter-type>
</parameter>

What do you think of the attached?
