Well, not always. I'm sure a use for table could be found without 
scrollpane. This is a situation where:

xwt.widget.table:
<xwt.theme.scrollpane>
	<xwt.theme.table/>
</xwt.theme.scrollpane>

xwt.theme.table:
-- table here --

This way the simple interface works. Still, the idea of being able to 
take axial slaves out of children automatically is a useful one.
