No, because it's common to 90% of themes.  The idea is to make theming
really easy, yet leave a little leeway for theme creation that varies from
the norm.  (eg Gtk, Qt, Win32 share 99% of functionality, but MacOS
differs.)

I don't want to be copying monopoly.focusable for every theme just to
implement tabbing, just because 1 or 2 themes might not use tabs.  (Poor
example.)  Or why copy the button code when "space" executes a focused
button for practically every platform in existence.
