Just to chuck in 2 cents, it wouldn't preapply.

Just have your theme apply both xwt.lib.widget and 
xwt.lib.layout.widget.

I agree that preapplies within xwt.lib would be messy, and we should 
avoid it.

Yep. It's just a name change to better describe its function with the 
proposed resource model.
