I'd not let it depend on that. Just include a widget set (legacy or
audit) in a directory in the war, and zip it up on the fly along with
the user-provided template. Plugging in a new widget set should be a
drop-in thing.

Seems OK. I'd include a step in 3 to verify well-formedness of the XML
before bothering to pack a pre-broken xwar.
