How to organise themes

I've been playing around and am almost ready to make my first real commits since Nitrogen became usable! I've had a thought, though. Is it worthwhile us differentiating between themes on the basis of whether they are svg or img based? At the moment: org/xwt/theme/img-base org/xwt/theme/svg-base org/xwt/theme/win2k Should there ever been an svg version and an img version of a particular theme?
