[kde-artists] Size hinted arrows in [...]/desktoptheme/[...]/arrows.svgz

Hey!

Some time ago there was an agreement on plasma-devel to move the current 
extender arrows used by the systray applet from widgets/systemtray.svgz to 
widgets/arrows.svgz, so that other plasma applets that would like to provide 
similar functionality could use them without having to depend on the systray 
specific SVG. It was decided that instead of adding an additional class of 
arrows to arrows.svg, the systray would use the generic arrows (left-arrow, 
up-arrow, right-arrow, down-arrow) [1]

However, this was not implemented right away, because the standard arrows 
looked a bit clunky at the size currently used in systray and we wanted to be 
able to use size hinted versions of the SVG's elements.

If you're following plasma-devel, you'll have noticed that Plasma::SVG in 4.6 
will probably support extended size hint matching. This means that if an SVG 
contains size hinted versions of an element (id = <WIDTH>-<HEIGHT>-
<BASE_ELEMENT_NAME>), Plasma::SVG will try to fetch the best matching element 
depending on the desired output size [2].

With this in place, I believe we can start adding the size hinted arrows to 
arrows.svgz. I've uploaded two proposals for arrows.svgz here (Chosing 24x24 
as size hint for the other arrow variant is completely arbitrary - I'm open 
for suggestions):

Basically, they contain the arrows from systemtray.svgz as size hinted 
elements. I have not scaled them and tried to preserve the pixel-grid 
alignment that was present in systemtray.svgz (that's also why the size hinted 
arrow element's natural sizes don't match their size hints).

Since I've never worked on KDE artwork before, I don't dare to commit 
them as is, as I'm afraid that I may have violated some basic theming rules 
that I am unaware of.

So, I'm asking you to have a look at the proposed SVGs and tell me if it's ok 
to commit them.
