kde-promo is probably a decent place for it; usually we try not to make 
mailing lists for things that have a definite / short lifespan (otherwise we 
end up with soooo many lists). i guess it comes down to how long you (the 
team) plan to work on this and whether it needs its own discussion area to 
accomplish that.
