Hi Steve,
most design activity has moved over to the Visual Design Group forums. 
See this post http://forum.kde.org/viewtopic.php?f=285&t=119586 for 
advice on how to request a design there. It may take some time for 
people to start working on your icon because the team is quite busy with 
Plasma Next right now, but you will definitely get help there.
