alas, it's hopeless. and redhat is big enough that if there were only 
one standard, it would be there's; so the result is that there is the 
wrong, redhat, standard, the whatever-debian-does standard, the 
yes-slackware-is-still-around standard, the 
everybody-else-except-gentoo standard, and the 
gentoo-we-do-it-because-our-users-are-gentoo-zombies standard. it 
won't get fixed because distributors, for various reasons, don't want 
it to be. users and developers don't count. never will. not anymore.
