That was before 9/11 and the patriot act. Now there are bigger problems. It is 
quite difficult for many people (especially from Asia and the Middle East) to 
get visas. And if they get them, sometimes they get interviewed for hours at 
the airport. I have read stories from Chinese people who enter the US via 
Mexico or Canada because it is less trouble than entering the US directly. 

The situation for students universities isnt very funny as well. At some 
universities foreign students have to register every week to prove that they 
are actually studying. Students that have been caught cheating have been 
imprisoned for that. 

Of course the laws that allow US governments to imprison foreigners for an 
unspecified time without the right to see a court don't make the US more 
attractive as well. And did I already mention Mike Howash
