well, i think you're being a little reflexive here. darpa brought us 
the internet, and the whole purpose of *this* darpa project was to 
prove that open source software can more easily and better be secured 
than closed source software can. so it was fundamentally to promote 
open source. 

darpa's place in bringing about much of computing as we know it is 
touched on here:

and now they're promoting free software. by, okay, sending my tax 
dollars to theo de raadt!<g>

i have here a cartoon, scanned in from a copy of "spy" magazine (a 
very good humor publication) from 15 years ago. it shows an artist 
standing before an easel and turning to a fellow and asking "may i 
have another grant so i can finish my art?" on the easel, of course, 
is a portrait of fellow from whom the money is being sought, with the 
caption, "fucking assh ". which seems somehow apropos to theo's 
situation.
