just to be sure i understand what you are saying: you do not believe

as i understand it, that would be difficult to do if nations are to be 
considered sovereign. england cannot really enforce the laws of yemen 
or egypt as if those laws were her own. it is for this reason that 
extradition treaties have been negotiated; so far as i can determine 
england does not have one with yemen. and the whole matter of 
extradition is very complicated and recently has stepped in my view 
over the line in which sovereignty is observed; one example is the 
extradition of ira einhorn from france to the u.s., in which france 
despite the treaty extradited only when other conditions were agreed 
upon.

the alternative, of course, is to abandon sovereignty, in which case 
the anti-globalization folks will have your house surrounded by the 
time you can hit "send."<g>
