Or to prevent that (risky) domestic growth can be bypassed by smuggling.
Still risky, but you don't need those plants. If Canada relaxes, producers
might opt to stop bothering with California buds and import the stuff.
Reduces the risk of eight weeks per harvest with one single smuggle
operation.

Right, I am responding to his actual examples. Not to the general mention of
counter measures, not adding speculation and FUD.
