Unfortunatly, I'm not really into this and my memory is very poor, but I was told (and of course, it can be lie, but it can be true too, check it for yourself if you want), that the new 'security laws' allow Bush (well, Bush or any USA president) to 'hold' the elections. That is, in the case of 'security problems' or something like that. And don't trust law so much... here, in Argentina, we had a lot of dictatorships and they all were against the law, but they had the guns, so, law didn't matter a lot... and some of them, were supported by foreign strong goverments. It may be unlikely, but it can happen.
