Depends what effect you infer Wolfowitz as implying. The most obvious, and most likely in context, was not how "well" it killed people but how well it caused Iraq's regime to change its behavior. Let's just say a lot of this stuff often comes across not as help the poor Arabs but "look at what those Jews are doing." I'm not saying you are a racist, it just seems like you, or perhaps more correctly, these reports, often seem pro-Arab at the cost of being anti-Semetic. Taking a radical Jewish rabbi's comment and attaching it to Wolfowitz saying sactions on Iraq were not effective (in light of the fact that they killed a million Arabs -- allegedly).
