  No, I just assume that any country that wishes for optimal self defense 
won't willingly let its existing weapons superiority be lost. It doesn't make 
sense to do so. Yes, they may be misused, but quite frankly, I don't really 
see it. If we wanted to blow up the whole world, we probably could with our 
existing arsenal (before everyone goes crazy, I'm not suggesting we should). 
However at some point other nations are going to develop space weapons and we 
should too.

  Most countries agree not to use biological weapons, but I bet most of the 
Nuclear Club members also have biological weapons either publically 
acknowledged or in secret.
