  Well, I would speculate that any country in a lesser position in a 
particular way, the U.S. included, would be unhappy -- okay, very unhappy -- 
about it, unless the country with superior fire power was a very close ally. 
This can't stop weapons development by itself however. I'm sure some of our 
allies wouldn't have been happy about us having Hydrogen bombs, after all, 
they weren't needed... yet we spent much of the cold war era continuing to 
enhance that and many other weapons. 

  That did have some bad side effects, such as many other countries developing 
similar programs, but the sheer power of these weapons has in itself kept 
things in check thus far.
