If it is the case that they're to be used to prevent all other countries, 
including allies, developing anything like similar technology, or, indeed, 
putting anything into space at all, surely this constitutes misuse? Assuming 
that the article has not misquoted, misunderstood or misrepresented certain 
government officials.

Furthermore, why should *anyone* be trusted with such weapons? Would you trust 
me to hold a knife to your throat? How about if I was president?
