  Indeed it is a problem. Here's why it is that way: In Missouri, for 
instance, a convict is guaranteed 9 (IIRC) appeals before a death penalty 
administration is allowed. That sounds alright at first, or at least not too 
bad, but here's the kicker: even if they say "yes, I'm guilty, I want to 
accept the penalty," that's too bad -- they will still get 9 appeals. 9 
appeals if they want them, 9 appeals if they don't. 

  In the end it costs well over 1 million dollars in legal fees, court fees, 
etc., to administer the death penalty (the penalty itself is rather cheap).
