Maybe he did not wanted to suppert United States anymore?
He even considered to switch the money of the land to euro,
but it must absolutely have been chance that not very very
long after this, the decision to conquer Iraq was made.
That's one of many points, Saddam was evil,
there's no discussion about -that- point,
not that somebody gets me wrong.

Yes, Iraq may have received many US-Dollars, IRAQ has received them,
have the people had anything from this money?
The people starved, Saddam and his men will have cheered,
hey we let our people starve and they get us money so
that we can happily live on.
Even the sanctions, think Saddam was hit by em?
