kde-packaging / 3.1.3?

Does anyone know who runs kde-packaging?

I can't find it on www.kde.org/mailinglists/ nor in the mailman interface
and need to be there as I need to do some packaging myself to make a
stand-alone release for 3.0 users.. can't really do a whole lot in the
branch right now without risking having multiple, different revisions out of
the same version, which from experience doesn't help bug fixing.

That said, anyone else notice the apparent delay of KDE 3.1.3 for a gcc
