This means only: He wants us to believe that he believes it. NOT sure is: whether he actually believes it or only pretends to do so. Also NOT sure is: whether Mr. Bush knows if Mr. Blair is saying the truth or only pretends to believe in his claim. But one thing we know: The investigation had been there, but Bush told the public something that was ignoring the results of this investigation. So whether this was lying or just ignorance is not clear at all - but _both_ is not how I expect a Mr. President of the United States to make his/her job!
