No. I have no idea who Friedrich Kossebau is, so *at most* he has an equal
voice as other KDE contributors and might even be a candidate to be ignored.
kde-devel is mostly a list to aid third party devleopers and by no means a
decision making platform for KDE.

I feel discussion of GTK+ checks for KSVG belong on ksvg-devel primarily and
possibly on kde-policies when KSVG is intended to make the KDE base
packages.

But since you brought it here:

I would personally be against the use of GTK+ in any KDE application because a
KDE application is what it is by utilizing the Qt toolkit and KDE extensions
of it. Yes, it is sometimes easier to take existing code and ignore any GUI
and coding inconsistencies, but that's not what KDE is about.

GTK+ and glib don't offer much that Qt and KDE don't offer as well, so I see
no reason to add several extra dependencies because developers of an SVG
implementation have to do less work.

Note too that KDE exists of disjointed development groups: for example, I try to
encourage developers on kde-games-devel to get involved more. It might be
true that parts of KDE are at danger of being closed down to a clique*, but
it's not true for KDE at large.

* kde-packager, kde-security and apparently khtml-devel are examples of a
lack of openness in some areas I don't always necessarily agree with.
