In case you make ink cartridge cheap, you need to sell printer at much higher price. Would you buy ink-jet for, say, $200-$300? Ink-jet market exploded when printer became cheaper than $100. And manufacturing cost for ink-jet printer is exactly about $100. Ok, you can build simplified model for $70-$80 - but that is still higher than pric ein retail. ;-)) So, manufaturers need to get money back somewhere, and ink-cartridges (and special glossy ink paper) are used to recover losses at hardware.
