i saw this. it is hilarious. that is because the new space stuff is very 
specifically *not* low earth orbit; indeed, the story has to do with 
people who mostly are arguing *against* bush's initiative because it 
does not provide enough low earth orbit stuff to keep them happy. the 
writer or his editor got it exactly backwards.

interestingly, the soviets tested asats in the 1980s, but the u.s. never 
did. i covered a lot of those tests, and reuter picked up the coverage.
