Android: Raise barrier for marking dirty

Amends 452a20b5acc773f9088b9cb0313e081152ce2534. The change made
the Android SDK settings page always report dirty when switching
to it if there is Qt for Android installed, but no respective kit
configured.
Using mark dirty is wrong at least for the case when no Android
SDK is available or correctly set up.
