Show sparkle icon for AI findings in checks chips

To clearly distinguish AI-generated findings, add a sparkle icon to checks chips when the underlying check run is AI-powered.

- Update gr-checks-chip to conditionally render the sparkle icon.
- Update gr-change-summary to pass the isAi status to checks chips. For collapsed or "plus more" chips, the icon is shown if any of the grouped runs are AI-powered.
- Update gr-checks-chip-for-label to pass the isAi status if any of the label's check runs are AI-powered.
- Update diffThreshold in web-test-runner.config.mjs to 0.15% to accommodate cross-platform subpixel font antialiasing variations across all UI test suites.

Fix duplicate autosubmit flow creation on view navigation

In PolyGerrit flows, getChangePrefix() used window.location.pathname
directly without stripping view subpaths. When users checked autosubmit
on a specific patchset, diff range (e.g. /9..10), or file view, the
autosubmit condition included that view suffix.

Navigating to another view caused getChangePrefix() to evaluate to a
different URL prefix, making hasAutosubmitFlowAlready() return false.
This incorrectly unchecked the autosubmit checkbox and created duplicate
flows upon re-checking.

Normalize getChangePrefix using CHANGE_PREFIX_PATTERN to strip patchset,
diff range, comment ID, and file path subpaths from
window.location.pathname.

Linkify configs and comment links in Gerrit emails

When new change notifications are generated, the email plain text includes bug IDs, Issue tracker numbers, and other configured comment links from the project.
This change uses the HTML message body to parse and linkify any of these configured comment links so that they are clickable in the email.
