QtTsan: add a constexpr bool IsEnabled

... so we can query it with if constexpr.

Do that in tst_QReadWriteLock::HeavyLoadLockThread::run() to have at
least one user.

Said user was added in 4fd88011fa7975ce64d5648698a234f85bac359c (to be
picked to 6.8), so pick this back the same distance, so it's available
for potential follow-ups.
