CMakeProjectManager: Treat HarmonyOS app libraries as run targets

HarmonyOS applications, like Android ones, are built as module libraries
rather than executables. Extend the existing Android special case so a
kit whose run device type is HarmonyOS also exposes dynamic-library
targets as application run targets, which lets a run configuration be
created for them.
