Harden qt_run_all.sh / ps1 Scripts were executed with 'sh', because not all provisioning scripts were executable. That lead to path mismatches. The script halted on errors. Manual provisioning might not always work. Drop the 'sh', because all provisioning scripts are executable now. Add a command line option to toggle whether to halt on errors or not. On Windows, don't only consider ps1, but also exe, bat, cmd files.
