polygerrit: Unify router navigation after applying fix suggestions

Fix navigation behavior after applying fix suggestions in both 1-click
"Apply Edit" (gr-suggestion-diff-preview) and "Apply Fix" dialog
(gr-apply-fix-dialog).

When applying a fix while viewing a file in Diff View, navigate to the
Diff View of the target file for the EDIT patchset using createDiffUrl.
When applying a fix in Change View (overview), navigate to the Change
View for the EDIT patchset using createChangeUrl.
