Revert "Linkify configs and comment links in Gerrit emails"

This reverts commit 80c3aa7eea2efe7d7602daf36ab9b0332c752a8a.

Reason for revert: This change is blocking import.  This commit manually constructs HTML anchor tags using string concatenation in Java (ChangeEmailImpl.java), and bypasses Soy's context-aware auto-escaping by casting the result using UnsafeSanitizedContentOrdainer. In Google3, UnsafeSanitizedContentOrdainer is strictly locked down and restricted to a fixed package-group whitelist

Configure central rules for rationale upload

Add rationale upload rule directly to repository in
.agents/rules/upload_rationale.md and reference it in
.agents/rules.json. The rule directs agents to read the gerrit
skill (upload-rationale section) for rationale upload instructions.
