qtbase/declarative: Skip buildpaths QA test for src and ptest packages

Test cases have references to buildpaths, skip the QA test until fixed.

pyside: skip python3-shiboken buildpaths QA checks

Add QA check skip for python3-shiboken & -generator.
After openembedded-core added QA check in https://github.com/openembedded/openembedded-core/commit/81bbe42edbed590389a1b0ed4b1a58a6738dc760
python3-shiboken & -generator fail the check with error:

"ERROR: python3-shiboken6-6.11.2-r0 do_package_qa: QA Issue: File /usr/lib/cmake/Shiboken6/ShibokenHelpers.cmake in package python3-shiboken6-dev contains a reference to the build host HOME directory. If upstream hardcodes a directory path that matches your home, you can set OEQA_BUILDPATHS_SKIP = "/home/qt" in the recipe. [buildpaths]"
