coin: Drop yocto kirkstone from CI matrix

Replace yocto kirkstone with scarthgap in CI matrix.
Kirkstone has been EOL since February 2026.

qtbase/declarative: Skip buildpaths QA test for src and ptest packages

Test cases have references to buildpaths, skip the QA test until fixed.
