QL: Fix race when the app within a QL is very slow to start

We could have ended up in a situation, where an already terminated
runtime suddenly receives applicationFinishedInitialization and
switches the runtime back to Running.

Tests: harmonize controller and packager tool testing

Testing the packager-tool via its command line interface makes a lot
of sense, because we never tested the actual "API" the user is working
with.

Tests: add a test for ToolApplicationBase::parsePasswordOption

Exercise the pass:, file:, env: and fd: password formats - plus
their format-specific error paths - by driving appman-packager's
dev-sign-package command, which feeds the parsed password into
PKCS#12 decryption. The stdin format is deliberately left untested,
as it would require a pseudo-terminal harness larger than the code
under test.

Tests: speed up tst_windowmapping by avoiding fixed waits

Two test functions used blind, fixed-duration waits to prove that
nothing happens (a sub-window of a hidden parent must not map;
closing a sub-window must not quit the app). Replace them with a
compositor flush via AmTest.aboutToBlock() followed by a short,
timeoutFactor-scaled settle, which gives any erroneous event a real
chance to surface without sleeping for seconds. The fixed 2000ms wait
was especially costly on CI, where the timeout factor multiplied it
to 8 seconds.

Tests: speed up tst_windowitem's implicitSize resize loop

The resize loop slept a fixed 50ms after every iteration even though
the per-iteration tryCompare()s already confirm the resize round-trip
has fully converged. Drop the redundant settle and halve the iteration
count: the test still stresses the item/window size feedback loop, but
runs in a third of the time (and avoids the timeoutFactor-scaled sleep
adding up on CI).

Tests: speed up tst_intents by lowering the timeout-path timeouts

The disambiguation and start-application timeout tests waited on the
values from the intents.timeouts config block (1000ms each). These
timeouts are already scaled by timeoutFactor() on the consuming side,
so lowering the base values to 300ms keeps the timeout paths firing
while shrinking the wait; slow CI machines still get a proportionally
larger window.

Tests: speed up tst_processtitle by polling instead of fixed waits

The process sets its title asynchronously after starting, so the test
slept a fixed 500ms before reading /proc/<pid>/cmdline and ps output.
Replace those blind waits with tryVerify() that polls the title checks
directly: the test returns as soon as the title is set instead of
always sleeping, and the wait no longer inflates with timeoutFactor on
slow CI.

Tests: add D-Bus interface tests

Drive the System-UI's exported D-Bus interfaces (ApplicationManager,
PackageManager, WindowManager, Notifications) as a plain client over a
private session bus.

The calls are addressed by string signature rather than via generated
client interfaces on purpose: a generated proxy is built from the same
XML as the adaptor, so it can't catch a drift between the IDL and the
implementation. Testing the raw wire contract does.
