coin: update meta layers
* Update to "yocto-6.1_M1" tag where applicable,
otherwise to more recent revision
* Update selected vendor layers to latest revision in
master branch & adapt to changes:
- meta-intel update removes vaapi-drivers, adjust
ffmpeg_%.bbappend accordingly
- refresh kernel overlays to match meta-raspberrypi
update
- refresh tegra patches/append to match meta-tegra
update
- Backport GCC16 fix for imx spirv-tools
