Doc: List harmonydeployqt in the deployment tools

The deployment tools table on the Qt tools and utilities page did not
mention harmonydeployqt. Add a row that links to the new tool page. Also
turn the plain-text harmonydeployqt reference on the HarmonyOS
build-and-deploy page into a link to that page.
